If this is how your MIL is, then I wouldn't be letting Coco live at her house every other week. Hard to say what she may be feeding the poor little thing. Since you don't work, can't you keep both dogs with you?
I'm positive that little poodle had a nice home and you should do everything possible to find it. Look in the papers every day under lost to see if the owners posted. Call ALL the shelters and leave your name and number in case someone calls them. Good luck to you with your search.
