This is a very bad bill as its written that does nothing to help the welfare of puppies or stop mills. Many good breeders will quit breeding rather than have to be USDA regulated and keep their beloved dogs in kennels away from their house.
PETA is for this bill as "a good start".
AKC is dropping the ball here. Even their board is split on this bill. The YTCA is officially against it.
Eventually this bill may leave puppy buyers with only BYB's breeding "fluffy and Muffy" once in a while and pet shops to get a pup.
It may and probably will also effect people who rescue more than 25 dogs a year.
