I've noticed that, too. I think most of them mean small children. I can understand a lot of the shelters feeling this way. Many small children cannot be trusted around Stewie. They scream and yell and chase him and he gets frightened. Think about it -- if someone brings home a Yorkie from a shelters and then it bites their small kid because it got frightened, the Yorkie is going right back to the shelter.
