Most vets are going to tell you it's okay. It's okay in the sense that it probably won't hurt but it's not okay in the sense that rabies vaccines are very hard on the body and a concern to give at all. It is just that now Riley will be put in this danger and have double this poison that he has to have. I don't see your other options though.
By the way, it is too early to do bloodwork. A lot can change in a month. Ellie's vet prefers to do it the morning of the surgery. I wouldn't consider it more than about a week before. Ellie had had some bloodwork done about two weeks before her spay and they still did a CBC that morning because we had some other health issues going on.
