Waiting until the 2nd heat is so much better for the female. When they are so young a lot of times they will not or can not take care of the puppies correctly. It is better when they are matured as she is still growing and it is just not good for her. As for the male I think he is too young. It can still happen, but usually they don't have real swimmers until around a year old.
I have a girl that is 3 1/2 lbs that my reproductive specialist vet wanted me to breed so I know there are vets out there that want you too. He went as far as stating if it was his dog he would for sure breed her. So you have to think....yes I can breed her BUT should I? Good luck with your little girl regardless of what happens.
