This is the same thing cats may do w/ litter boxes. What happens is the animal starts to associate the pee area (pee pad or litter box) with pain - so they don't want to eliminate there bc of the fear of pain.

So, you either have to change the spot -or- make it impossible for him to pee anywhere BUT the original spot (which re-teaches him that the spot doesn't = pain).
