Please don't buy a puppy from a broker. They all come from puppy mills since reputable breeders care where their puppies go and would never let a third party place them in their new homes. Of course she sounds nice and sincere, that's how she makes her money.
Please don't be put off by puppies being sold with limited breeding rights. Those puppies should go for more, not less as that is an indication that you are getting a puppy from a breeder who wants to protect the health and quality of her lines. You have a much better chance of getting a healthy puppy who looks and acts like a Yorkie supposed to from a breeder like that.
I'd run away from this breeder even up you lose your $200. Buying a puppy mill puppy usually means big vets bills, not just in the beginning, but lifelong. They are prone to genetic problems that may not surface for years, but will be very costly.
