Sorry you are having so much trouble! He is just being a puppy. I found that they destroy the pads more when they are bored. One way to help with this is to get washable pads. They are much more sturdy and cheaper, too, in the long run.
If you want to stay with disposable pads I would suggest using a frame to hold them, which you can get at Petco or Petsmart. The one that completely encloses the edges works better than the ones that you tuck the corners into. But they still are not fool proof. I tried both kinds and still ended up going to washable pads.
