An 11 week old is just a baby. He needs to be contained to a small area like a crate or X-pen most of the time...not have run of the house. You have to start with a small area and once they are doing well in that are, you slowly increase the space they get to run around. A lot of 11 week old puppies are going to just go when they feel the urge..they don't have a whole lot of bladder control at this stage. You need to take him out much more often that every 2 hours during the day. I usually take my adult yorkie out every 2-3 hours. A small puppy needs to start out going outside every 30 minutes
