When I think of inexpensive pet-friendly hotels, I always think of Motel 6. They're not always the best establishment, but if you're looking for something cheap, they are normally the winner. The closest Motel 6 to the Plaza is the Motel 6 Kansas City Southeast #1170, located at 6400 East 87th Street, Kansas City, MO, 64138 (9.76 miles away from the Holiday Inn on the Plaza). I am very familiar with this area, and it is an "ok" area, but you will probably not leave with a very good impression of KC, as this is not the cleanest or safest area around (although it's not in an area that I would advise you to completely avoid either). There is not much to do in this area, as the nearby mall is almost completely closed down at this point, and there isn't much other shopping or activities around that you'd probably care about; however, if you're just looking for a cheap bed, this would suffice.
The next closest Motel 6's are Motel 6 Kansas City North - Airport #0423 (10.81 miles away) and Motel 6 Kansas City Southwest - Lenexa #0381 (13.20 miles away). Both of these locations may be better than the 87th Street location, but it will probably greatly depend on which direction you're coming from.
