My boys' lower hair can get icky too. I trim the hair on the lower tummy with an electric hair trimmer (made for dogs), but not too close. I leave around an inch of hair.
As far as the rear end, I use baby-size safety scissors and trim as close as I can. I also trim the surrounding hair and under the tail. I tried an electric trimmer once and it caused redness and irritation. They were not happy!
