Whoa - please slow down on your expectations of a fearful rescue. It takes a lot of time for them to relax and learn to trust again. Drugs are not the answer at this stage of the game. All they will do is cover up but not cure her of what she is fearful of. It can take months for them to learn to trust again and patience is the most important thing.
Can you tell me exactly what your little one is doing? Do you know her background?
All of my Yorkies were rescue and some came from some very bad situations and had no contact with humans only a puppy mill breeder. It took her a very long time to trust but with a soft voice and special little treats she slowly (months and months) learned to trust again and come to me. I could not wear tennis shoes around her as she would freak so I assume that is what the breeder wore but I just don't know.
With an abused Yorkie rescue you have to start over from the beginning and teach them that you will not harm them. They will learn to trust again but they will never forget what happened to them in the first place and will always have some guards up.
