First of all, I thought the Biewers were a breed separate from the Yorkshire Terriers. Isn't there a Biewer Club and registry???
I do not know the motives of all parti breeders, I'm sure that some are just in it for the fun or the money. The breeders that I have had contact with have expressed an interest of establishing them as a breed of their own. Perhaps others have in mind to try to convince the YTCA to include the parti color.
The YTCA is just a group of people that made up a bunch of standards. Over the years those standards have changed, I'm sure against a lot of opposition. The group will change and standards will change again and again.
