That depends on who you ask. Some practice only Biewer to Biewer breedings, some integrate standard Yorkies back into the breeding. The progress w/ Biewers right now is very sketchy as it is not a recognized color variation or separate breed by AKC at the current time, so you have several groups of people, all scrambling in a race to be the first to make it official here in the US and no one really on the same page regarding some specific areas....
