Confused Is there any help?

I have had the most awful time housebreaking my Bella baby. She is two years old and this has been an on-going battle. Is it too late? I know this is all my fault, but I'm watching as she pees away my carpet and poops in any secret area she can find. We started out on pee pads and that was ok, but I was taking her out too and read that that may confuse her. Then we moved into our new house and I did away with the pads and kept her in her crate. Well, that worked ok, but she still had accidents and I worked long days so I felt bad crating her so long. So now I've just allowed her to be out during the days. I never catch her in the act, she's a sneaky lil mama, but I do take her out often. It's like she only goes a little then saves the rest for when she comes in. I pretty much know her schedule, but she still has a way of sneaking. I read that they sometimes take up to two years to train, but we've reached that point and my baby is still naughty! Any advice is helpful!
