Puppies can be kind of clumsy in their landing skills so I would put pillows or stairs everywhere that he seems to jump for now. As he ages and gets more agile, I think 1 1/2 feet won't seem so dangerous.
Shelby uses pillows for our bed (3 ft?) but she is on and off the couch without assistance now. She is smallish, and she is 2 1/2 years old.
The jumping isn't really a problem now. I just wish she didn't think she could fly
