I have not had experience with two at once, but common sense tells me you do the same for two that you do for one. No one gets house privileges until paper/pad trained. That means harness and leash, tethered to you so you can watch them every second. When one signals to go, you take them both. When one has an accident, you correct it and take both to the pee pad or outside if that is what you are doing. Consistency is key. Also, you need to anticipate potty time: After sleeping, before sleeping, after playing and after eating, and sometimes after drinking. If you cannot watch them, they need to be confined to their "room" with pee pads available or to their crates.
