My experience is that the cell phone providers will NOT negotiate on the contract issue. I canceled with AT & T because of crappy service and faulty equipment and they still had the audacity to charge me an early termination fee of about $250. Read the fine print. I definitely would get the new service up and running before canceling the old. Depending on the time left on your contract, you may be money ahead to keep paying on the old until the contract ends, while using the new, or just wait until the old contract expires. Good luck!
