When I posted about this I was told it was reverse sneezing. It's definitely from over excitement or drinking and getting water up their nose. I find all I have to do is touch mine and they stop so it seems to be something they have control over. My pomeranian used to do it too. His was really bad and my vet said it was from the dangly thing in the throat being too long and flipping up the wrong way. He did surgery on my pom and he was much better but still did it occassionally. Don't worry too much about it unless it's uncontrollable.
