Begin by keeping them tethered in the house with the leash and harness. Use an old/inexpensive leash, one you don't mind them chewing up, because they will. Then, start letting them drag the leash around the house. Once comfortable with that, start with the walking with the leash. Use a treat to coax. If they stop and freeze, give a gentle pull, drag them a bit and they will start walking. This is not mean and it really does work. Most important, give lots of praise when they tolerate the leash and when they walk with the leash. Something else helpful is to take them to watch other dogs walking on a leash. At first Holly was not to keen on the idea, but as soon as she saw Gracie walking on the leash, she of course had to follow in her big sister's foot steps!
