at 15 weeks he still has plenty of time for it to drop. if it doesn't drop by 6 months i'd have him neutered (either way i'd have him neutered at 6 months). I wouldn't let a cryptorchid dog go not neutered because the undescended testicle has a higher chance of becoming cancerous as the dog ages.
