I would have left a neutral rating as well. If the item takes longer than two weeks for me to receive it, especially when I've paid more than enough in shipping charges for it to be sent priority mail, it is simply not acceptable. Even if they are a hobby seller, once you are paid, you should get that item in the mail within a day. I only allow additional time if the item is coming from overseas, as you never know when you might get it!!
