Neutering him at this age may or may not help with his marking. But neutering is always beneficial anyways so I recommend it. Neutering may very well stop his marking and you won't have to wear a belly band on him anymore but it is not for certain.

With my boys I have them shaved on the underside. I put a thick pad on their bellyband and the pad is scented so it helps with the smell alot. Then when I change them I wipe them down with some scented baby wipes to make sure I got all the pee off of them. I also use a femine spray that smells like baby powder that I will spray on their band. It is alot of extra work doing all of this but it keeps my boys smelling fresh and clean rather than smelling like pee all the time.
