I don't know so much about them regrowing, by my Kiwi (rescue) still has hers (as a side note, her tail is also docked really badly) but she has all her dewclaws and does just fine with them. If I were you, I would rather he keep the dewclaw than go under anesthesia again, unless it's really not to your liking then I would wait until maybe he has to go under for teeth cleaning or something in the future and get two birds with one stone.
