yes they can have trachea issues, but hopefully you led her on a harness so as not to add any stress to the area
Barney seriously does something like that once in awhile and it is kind of like a seizure. Although honestly one night he did cough up a hairball. I know sometimes he is like a cat.
I usually just pet him and look at him and he seems fine. But def. check with your vet
