It sounds like you said the puppy had drained the milk and needed to change teats to get what it wanted. I have a girl that had 2 pups but we lost one. The puppy only liked the bottom teats at moms belly so the others pretty much dried up. A little milk would come from them but they wouldn't fill up like the 2 the puppy nursed from.
