My Maltese didn't want to walk on a leash either.. It took having my husband come on walks with us and walk a few feet in front of him. Tuffy would take off to run after him and my husband would give him a treat and that's pretty much how we tought him to walk. Tuffy isn't big on walks so it's still a challenge to get him to move with his harness on. He still refuses to budge when we first get to the park and I have to walk out to the length of the leash before he realizes I'm serious about walking and he'll finally run to catch up with me. I try not to pull him because it just reinforces his already negative outlook on walks. I agree w/ Annadoodle about using a flexi leash, it really helped get Tuffy not hate walks as much.
