The one in the picture sits in an empty seat and it's locked down with the seat belt. It comes with a strap that loops around the seat belt and you attach it to the harness. My girls love it! All three share the same seat (I have a 3-way coupler to buckle them all in). We have one for each car.
It's super easy to move, it's made of foam so it's really light and the girls really enjoy sitting up high so they can see out the window. Definitely one of the best products I've bought.
