I don't know...... we do BOTH!! The pads are nice for when we travel...... in hotels, and also on the road. (We take a peepad in the gas station bathroom... and bingo!
)...... It is especially good when it is pouring down rain and the furbutts DO NOT want to go right away... and I DO NOT want to stand out in the rain.
