I have pee pad shredders, too (11 mo. & 7 mo). Changed to cloth ones. Now no shredding but they still like to drag them around away from the spot they need to be in. I have found a way to pin a ribbon onto the very edge of the pad and around a piece of furniture, etc. No more dragging around. Yes, they do miss the pad once in awhile, but at least they are trying which is a comfort for me. They are learning.
