Maybe what you read or heard was in reference to parvo? It is recommended to not take a puppy outside until their vaccinations are complete and they aren't very susceptible to parvo and other diseases. It isn't the grass that is dangerous but diseases left behind from other dogs that might have pottied in that grass you put your puppy on. If you have a fenced-in backyard where no other dogs have been, it is unlikely your puppy would be exposed to parvo..and at 4 months it should have had all it's vaccinations by now. It should be fine to take your puppy outside to potty. You may still want to avoid areas (grass or no grass) exposed to unknown dogs though
