All it is, is that he is not use to leashes and collars. Let him wear the harness or collar around the house. If he doesn't move you can lure him to move with treats. After he gets use to the harness/collar then attach the leash and let him drag it around. Do the same as when you have the harness/collar on. After awhile he will get use to wearing it. Just remember to keep an eye on him when he is dragging the leash just in case it get caught on something. Good luck
