A reputable breeder will require anyone who buys a puppy from her to sign a contract promising that they will return the dog to her if for any reason they can't keep him so they don't end up in shelters.
You are absolutely right that byb's and pet shops are not the fault of celebrities. The blame lies with people who see a celebrity with a particular breed and don't do their homework before running out to buy one.
