She sounds like a Yorkie to me (hehehehe)
Here are my suggestions:
1. X-pen - I got this one at Walmart and if you do site to store the shipping is free. She should still be contained and this pen you can configure into all sorts of shapes and uses. Mine didn't have free run until they were 1.5 yrs. old.

2. Washable Pee Pads - I used these when my were into the confetti stage
- These solved that problem asap

3. Doggie Litter Boxes - I put the pee pads inside the boxes, it forces them to step into the box to do potty - not on the edge, etc...
