I think you might need to get a friend to help. My boy loves to go after people whether he's on the leash or not. If it's just me and him I can't get him to walk at all, but if I have my husband with us. I will send my husband on out ahead and Logan will go after him and then I walk behind holding the leash. When he does this praise him and give him a treat.
