With Chip we kinda "trapped" him on the pee pad. We put the pad right between the bathroom cabinet and the toilet. I put the toilet brush hold behind the toilet so he couldn't escape (he used to try that), and I would sit right in front until he went. I wouldn't move or let him go until he went on his pee pad. We had a schedule. He slept in his crate at night and first thing when I woke up, I picked him up, carried him to the pad, and waited until he went, gave him a treat and lots of praise. I went to work and first thing when I came home, I took him out of his crate and straight to the pee pad. He'd play and before he went to bed he went on his pee pad. When I saw him sniffing around too much I'd pick him up and put him on his pee pad. When your little one pees in the wrong spot, what do you notice her doing consistently before hand? Chip started sniffing around for the perfect spot, so I knew that was his time. Watch her and see what her signs are.
