He is young still and will take time. I suggest the next time you catch him peeing on the floor take the pad and wip up the pee so it's scented and then take him to the pad and tell him pee/piddle here. They are very smart and do learn to understand what you are saying.
Sorry to tell you this but it will take a bit of time for him to learn. These toy dogs seem to take a good bit of time to learn. Lulu was fully housebroken by eight months (she goes outside) and once in an eon with mitigating circumstances she will have an accident in the house.
Consistency and patience is the key there. Also be sure to really clean the spot that he pees on so get the smell out.
