Mckenzie is around 10.5 months and she does this also, but she does it out of fear. As soon as she sniffs the other dog or gets used to the people, she'll calm down immediately.
I wish I had some good advice but we are still working on this also
I'm interested to see if anyone else has any opinions as I'd like to know too!
