I think it can be a sign of lots of things. I would not worry and your puppy is probably just having fun. One of the other possibilities that I have read about is tail chasing from chemicals (like vaccines or low quality dog food), but that is debatable.
I bet it's adorable. Ellie's tail is too short for her to chase.
