Outside should be safe as long as you have a place in your yard you can potty her that no other dogs have been. If not, I would wait until after her 4 mo. puppy shots. I don't change the pee pad after every use. I think it is important to have the pup's urine sent there so she will be more likely to pee in the same place. I do pick up the pooh ASAP.
