Some dog are allergic to flea bites. They will chew that coat right off biting the area. You don't always have to see a flea but they can be bitten. Even if they are treated for fleas they can be can bitten, but then the flea dies.

If baby has been treated for fleas I would spray the area with something like benadryl spray or put an anti-itch cream on it.

Of course a vet check is the best way to know for sure whats going on.
