I do know that it is very very important to keep them warm even in the summer. My sisters shih tzu would lose a puppy or 2 a litter until I told her to jsut try things my way. She put a heat lamp on them even in the summer and never lost one. I do know the vet may prescribe an antibiotic drop. He did this with a litter of Aussies we bred years and years ago. We told him about almost losing all of a litter and he put mom on an antibiotic before birth and drops for the puppies after birth they all lived . Not sure if it was that but I do know for a fact that if it feels ok to you then it needs to be even warmer than that, They cannot regualte their temp until 2-3 233ks and get chilled quickly. Once that happens it takes a while for them to warm up. Usually the first sign is the constant whining or yelping that they are in trouble. I struggled and struggled helping my sis with her litters and it is very sad and frustrating.
