I edited my response as you posted it. Having had 2 dogs (1 lab, 1 pomeranian) with kennel cough, I always vaccinate mine because it is preventable and the symptoms were pretty horrible for my dogs. My pom had a mild cough afterwards for years.
Of course it is up to the owner to make whatever decision feels right to them.
