You need to check into the laws in your state. Here in KY, if a loose dog comes in your yard and you feed it, guess what, it's yours and it's your responsibility, if it isn't tagged and licensed. After 30 days you can get it tagged and licensed in your name and no one can do anything about it. We've taken in several dogs that way. Call the animal shelter in your area and PETA and the ASPCA on these people ASAP! The local shelter can tell you about the laws regarding stray and/or abused dogs.
