That is part of what allows them to remain 'top of the line breeders'--protecting the lines they have worked hard for and not trusting every Tom, Dick and Harry to breeding rights on one of their dogs.
The way I think about it, if I spend 20 years rebuilding a classic car, something that everyone recognizes and hails as a wonderful creation, I'm not going to turn around and give the keys to some teenager who's never been behind the wheel before.
