I think $650 is way too high for ONLY a spay. Around here I think $200 is reasonable...if that includes the spay, pre-op bloodwork, and pain meds. And then maybe another $100-$150 for teeth and dewclaws. But that's here of course. But I wouldn't want to pay $650 anywhere for only a spay...
