I have a yorkie, and used to have 2 cats until my husband became allergic. (the cats now live with my sister). Cats fight for dominance, so its totally normal for them to be the "bully". Over time the cat and dog will both learn their place in the hierarchy, and everyone will live happily together. Until then, I would help your pup by sitting close by with a water gun. When the cat acts too much like a bully, give a little squirt. I'm certainly no expert, but my fur babies acted the same way. It does get better. It may take a week or two, but it will work out.
