It usually takes Jesse quite a while before he does his number 2. Our morning and night walks, which are when he poos, are about 15-20 minutes long. He doesn't poop until right at the very end. If I know he has to poop (you should be on a regular feeding/walking schedule so that you can know when he has to go), I will keep walking with him until he goes. Also, I've noticed that when we are out and Jesse has too poop he walks faster and his butt wags more when he walks. If he is not doing that, then I know he probably doesn't have to poop and it's safe to come back in. If you pick up on his signals, you will be able to gage when he has to go.

Also, do you walk him or just let him out in the yard. Until a dog is fully potty trained, I think it is a smarter idea to separate business time from playtime outdoors. If you just let him out in the yard, he might get over excited by the sights, sounds, and scents. Potty time should, in my opinion, be on leash until the dog really gets it.
