I totally agree. I think it should be based on a case by case situation. There are lots of gentle children and responsible parents. Why should they suffer because of the unruly children? I think parents should teach their kids to be gentle and respect animals - regardless of the size. I've seen many little kids handle small dogs better then some adults.
