Schatzie did this too. (still does) She had an xray that confirmed Legges Perthes disease. Surgery corrected the problem and should use all four legs constantly within 6 months or later. She pretty much uses 4 now except when she's running.
If the condition continues on Oscar I would recommend having an xray done just to rule out any major problems.
The onset to LP is 4-9 months or so of age. It is not usually seen at an earlier age of pup.
